South Asia has been a rape prone zone and it has been quite a few years (actually a lot of years) of this. Belonging to the land that has been renowned for worshiping women and the civilization which has taught a lot about the requirement of coordination between the genders for the proper functioning society, it is more than shameful for us to listen that our region is known for mistreatment of women, acid attacks, rape and all. There definitely are the causes of these demonic acts, those need a remedial measure as soon as possible.
People generally say, only the mentality of the rapist is the cause of rape which is obviously true, but that is not ultimate truth. There are other factors which assist the cause and there are also the factors that are responsible for creating the demonic mentality. It's not like someone is born a rapist, if it was so, either all of us would have been a rapist or none of us. We might say Kaama Vaasanaa be the cause of rape, but every body has that. The only thing is who has control over it and who hasn't. And what really matters here is the society you grow, the environment in which you are raised and the education you get.
What we really have common in South Asia ( esp. Bangladesh, India and Nepal) is the society and culture, the way of living and illiteracy. The lack of proper rule of law is another thing that goes side by side in these countries. But the main thing that has been responsible for rape here, is the way we see sex. Sex even saying the word is supposed to be like a sin. Forget about the talks of it, we can't even say the word. For me the discovery of word sex (the one that doesn't mean gender) was from the old EPH books in the house, which belonged to my elder brother (cousin), and I discovered how it seems from some porn videos which was not supposed for me to watch. When these happened, I was so young, that I hadn't read the population book which used to be introduced at grade six and for the first time something that had some topics related to sex education.
With modernization and the passing time things on sex education are supposed to be improved, but the condition is opposite. The population book in 6-7-8 which taught us SEX is not a part of compulsory curriculum, it has been merged to social studies and focuses less on the actual sex education. That was still okay, but according to a committee report syllabus of 9-10 is heavy for students (idk kun gaaza ko taal ma nikalya report ho.) "so the social studies and life skills needs to be stretched to class 11 and 12 and also the class 10 should have a 700 marks rather than existing 100 marks. so a compulsory subject has to be removed." Now the CDC is discussing to remove Environment, Population and Health education aka EPH, (जनसंख्या तथा वातावरण शिक्षा).
The subject generally deals with Health, Hygiene, Population education, Environmental studies and Sex education. They might find other subject to fit other aspects but Sex education can't be put elsewhere. The only subject that would teach students, sex education might no longer exist. Government might be serious to control rape, you might be conscious about rape, but rape isn't the thing that can be eradicated with some sorta penalty or the hashtags in social media. Awareness needs to be raised from the bottom, sex education should be made accessible and sex should no more be a taboo and the pamphlets at Maitighar Mandala wont be able to meet the level of awareness that this thing requires, you need a proper curriculum to raise awareness from the bottom. If Curriculum Development Center moves the way they are heading then that wouldn't be great for the future.
