It has been quite a while, CK Raut as agreed to come into mainstream politics and Madhesh talks have cooled down. It might feel quite an off-season stuff to talk Madhesh when so much is going around but there is no off season to talk Madhesh issue.
If there's a list of most hated people in Nepal then Dr. Chandra Kanta Raut aka CK Raut would make the way there easily. He is the leader of the Free Madhesh Movement and supposed to be a separatist. But he is not the only one who don't feel Nepal his home. It is kind of tradition in ours to separate from your family with the deserving piece of land when you don't feel your home there. In that sense CK Raut and his group is just a common son who is not feeling his father's home a home. The current southern part of Nepal belonged to Nepal before the Sugauli Treaty(it was to further south). However Nepal had to give up on these during Sugauli treaty and returned back to Nepal as a gift by East India Company on various times. There is a portion of people who say the madhesh never belonged to Nepal but was gifted by EastIndiaCompany on various times to the Government of Nepal for licking the arses of Britishers. Although they have a point, they are only partially correct and that is never a reason why madhesi people want a separation. It is just the matter of how we make them feel.
Let's look at our neighbor 'INDIA' they were never a one land, Even during the British rule there were Indian colonies which were not considered as the part of India. They were called princely states where the king ruled. Few of those states where independent kingdom after partition, Keral(Malabar then),Hyderabad,Sikkim, Kashmir were some of the independent nations which were annexed by India on different times. Goa was not even British India. But India was clever enough to annex Kashmir in 1947-48 soon after independence, Hyderabad in 1949, Keral in 1956, Goa in 1961, Sikkim in 1975 and also Pakistani territories have been annexed to India in different times. However, Even after the annexation, India was clever to give those states special rights and make them feel home rather than a colony. Still, India is a group of colonies that claims to be a country and has so far been successful to make it so. Even the Gorkhalnd claimers, who initially wanted Gorkhaland to be of Nepal, are now limited over it to be a separate Indian state and sensitive about nationality of being Indian.
In our context Madhesh was never a separate independent state, that was our very own land. But we ever considered it to be ours. Things weren't this bad at past. But with increasing flow of people from the Hills (in Nepal and yes also from the Hills in north east India), who didn't considered the inhabitants of Terai to belong there. Mentality of people was pretty clear non-Khas are not Nepali. This didn't applied to Tibetians and mongols because they were in power. Things were still not bad cause case yet was just about language, Nepali or Madheshi or Bangali. But with the concept of citizenship the Nationality was slowly grown and sadly the bad thing happened here. Many people from India were provided citizenship at different times and now every madheshi was an Indian for a Pahadi Khas. This didn't make much impact because working class Bhojpuris or Maithilis or Tharu or Rajbanshis didn't care and it didn't mattered for Agarwals and Mardwaris who were the rich businessmen.
But slowly and gradually it all started to matter and a large number of citizenship distributions again by Girija Prasad Koirala government created cracks, maoists used this as a weapon and suddenly madhesh movement rose. During all these, situation at the capital was too bad, Madhesis or other inhabitants of Terai were never considered Nepali perhaps not even human, this has impact over every Terai guy who has been here. CK Raut was those of the suppressed Madhesi who didn't feel Nepal home. That mass of people ran the Free Madhesh campaign to where it is at the moment. Free Madhesh Movement is the results of our own deeds.
This all has to do with you trying to make fun of Terai guy with the ice-cream, it deals a lot with you calling him, Bhaiya and Dhoti . It also does deal with you asking him "naagarikta India ko ki Nepal ko". Also with you suppressing him and snatching or taking away his stuffs without paying him. It's all on how you treat him, and how you deal with him. You have been playing the part of divider or the separatist, since a long time, Better change yourself or stop dreaming the Nepal with three geographical regions. There still are people on madhesh who love the country, please don't make them hate.
